When in AutoCAD Civil 3D 2010 you will find just above the Ribbon Tabs at the top to the left a small Toolbar. This Toolbar has a few commands on it such as Save, Open, New, Etc. To the right side of this Toolbar you will find a Drop Down.
1.) Select the Drop Down
2.) On the Drop Down Select “Show Menu Bar”
3.) Now the Pull Downs are back as they were before.

"as they were before", being the key phrase. No new command functionality has been written into the "old" pull-down menus. If you want it, you'll have to customize it yourself through the CUI.
